Not usually, but there is one major exception: Is your Air Conditioning on?
If your A/C or Defrost is switched on, the fan is designed to run almost continuously (usually at low speed) to keep the A/C condenser cool. This is normal behavior.
However, if your A/C is completely OFF and the fan is still roaring at full speed the moment you start the car, then you likely have a fault in the system.
According to the factory specifications, this vehicle uses a variable-speed fan controlled by a PWM signal from the main computer (ECM). It is designed to only kick on when the coolant temperature rises above a certain threshold or when the A/C compressor is engaged. If the fan is roaring constantly, the car has likely entered "failsafe mode" because the ECM has lost the signal from the Coolant Temperature Sensor, or the Fan Control Module (mounted directly on the fan shroud) has shorted out internally.
