On the 2003 Mercury Mariner 9.9HP 4-stroke pull-start, the cowling is held in place by a front latch and sealing lip around the midsection. To remove it, make sure the engine is off, then stand at the front (tiller side) and pull up on the front latch lever — it’s usually right above the pull-start housing. Once the latch releases, lift the front of the cowling slightly and pull it forward to clear the rear hooks.
The rubber seal may make it feel stuck, especially if it hasn’t been off in a while. A gentle rock from side to side while lifting will help break it loose. Just avoid prying against the plastic or metal surfaces with tools, as that can damage the seal or finish.
When reinstalling, hook the rear tabs under the bracket first, lower the front into place, and push down until the latch clicks — and that's pretty much it!
