On a 2013 Silverado Z71, you won’t find an old-school flasher relay like on the older trucks. Chevy moved to a solid-state flasher module, and it’s all built into the Body Control Module (BCM) now.
The BCM is usually tucked behind the dash on the driver’s side, up above the pedals — kind of a pain to reach. So if your turn signals are acting weird, it’s not just a matter of swapping a relay anymore. You’d likely be looking at:

A faulty multifunction switch (the stalk on the steering column),

An issue with the BCM itself,

Or bad bulbs/grounds messing with the system.
If the signals are dead or erratic, try checking fuses first (under the dash and under the hood). If all those are good and the stalk feels normal, you might be heading into scan-tool territory to check for BCM faults.
