Most likely, yes — but there’s a small caveat. Mercury’s 60HP 3-cylinder 2-stroke outboards saw very little (if any) mechanical change between 1983 and 1984. In most cases, the 1984 service manual will cover the same procedures and components used in the 1983 model, including ignition, fuel system, cooling, and lower unit servicing.
That said, your best bet is to verify using the engine’s serial number. If your 1983 model falls into or close to the serial range of early 1984 builds, the manual should apply perfectly. Mercury often used the same part numbers and layouts across multiple model years when there were no significant design updates.
If you're planning repairs or maintenance, this OEM manual is still the most detailed reference available — and it's far better than going in blind.
