Ah yeah, it isn't a strange problem in on these third-gen RAV4s. On your 2007 model with the 2.2L 2AD-FTV D-4D diesel, the fuel pump relay isn’t located in the usual under-hood or dash fuse boxes like you'd expect on a gas model.
