I’ve done this before, and it’s totally doable with basic tools. The fog lights on these Rams are mounted in the lower bumper, and you can usually get to them from underneath without taking anything apart (unless you’ve got big hands, then removing the splash guard might make life easier).
First thing, unplug the wiring connector from the back of the fog light. If it’s been there a while, it might be a little stubborn, so just wiggle it gently — don’t force it or you might break the clip. Next, if you’re just swapping the bulb, twist it counterclockwise, pull it out, and pop in the new one (just don’t touch the glass with your fingers, or it’ll burn out faster). If you’re replacing the whole housing, you’ll need to remove the mounting screws, swap the unit, and tighten it back down.
Once everything’s in place, plug the connector back in and test the lights before calling it a day. Easy job, maybe 10-15 minutes tops. If the new light isn’t working, check the fuse or make sure the connector is seated properly.
In any case, you should find the complete manufacturer's standard procedure for fog lamp replacement in the manual. Good luck!
