If the engine is hot but the hoses are cool, it could point to a seized thermostat? Or maybe an obstruction in one of the coolant passages?
Unfortunately, it's incredibly hard to troubleshoot issues online without being able to run tests of any sort. Luckily, you should be able to find the information you are after and the corresponding troubleshooting/replacement procedures in this Kubota RTV900 OEM Service & Repair Manual.
