It really depends on what you are trying to do.
If you only want to reset your transmission control module (TCM) to factory settings, you can simply use an OBD2 scan tool, and clear the codes — doing so will reset everything back to default.
Alternatively, you could also unplug the battery for a couple of hours — doing so would have the same effect.
But if you want to "reflash" your ECM, which means "to update of modify the ECM or TCM software", what you'll need is Ford diagnostic hardware, including VCM, VCM II, and VCMM devices, and a dealer-level software license such as:
- Integrated Diagnostic Software (IDS)
- Ford J2534 Diagnostic Software (FJDS)
- Ford Diagnostic & Repair System (FDRS)
