Unfortunately, it's incredibly hard to troubleshoot issues online without being able to run tests of any sort — the gear shift interlock might be faulty, the brake switch might not be sending a signal to the BCM, a wire could be cut/short, etc.
Luckily, you should be able to find every troubleshooting and replacement procedure you’ll need to fix the problem in this 2001-2008 Citroen C5 Service & Repair Manual.
