The manufacturer only states the torque specification for the bolts where the specs need to be followed carefully, like the flywheel nuts, connecting rod bolts, head bolts, main bearing bolts, and so on.
For all the other nuts and bolts, the manufacturer provides general torque guidelines based on the bolt's size. The thermostat housing, for instance, sure needs to be torqued properly but doesn't have to be torqued at an exact value. Still, you will find everything you need to ensure your thermostat is properly bolted down without breaking anything in this 1973-1991 Johnson Evinrude Outboards Service & Repair Manual.
