Unfortunately, it's incredibly hard to troubleshoot issues online without being able to run tests of any sort, and with so few details about the specific conditions — the carburetor could be incorrectly calibrated, there could be a problem with the ignition system causing poor combustion, etc. Also, does it happen all the time? Only at startup? In cold weather? When it rains? Etc., etc.
