Yes — on the EFI model, fuel is delivered to the fuel rail by a low-pressure electric boost pump inside the fuel tank and a high-pressure electric pump mounted on the frame rail.
The low-pressure pump in the tank gets the fuel to the high-pressure pump, which then builds up the proper pressure before the fuel reaches the injectors. As to exactly why the manufacturer chose such a fuel system configuration, I have no idea lol — that would probably need to be brought up with one of Ford's engineers.
