Yes, this repair manual undoubtedly contains the solution to your problem, or at least most of it.
However, since the shift lever is normally locked in the "Park" position by several sensors and modules, it's almost impossible to know which component could be the culprit without running any sort of test — the brake switch might be faulty, the gear selector lock actuator might be broken, there might be a short in the wiring, the TCM might simply not sending a signal, etc.
Luckily, this 1994-2004 Isuzu N Series Service & Repair Manual contains every troubleshooting chart and repair procedure provided by the manufacturer, including step-by-step instructions to test each component that might be faulty and causing the problem — basically everything you need to figure out why your shift lever isn't coming out of "Park" and fix it.
