The short answer here would be that Mercury Marine manufactures the MerCruiser 4.3L — but the complete answer goes much deeper.
General Motors originally created the 4.3L V6 we now know as "MerCruiser" in the 60s, starting with a 1955 Chevy 350 V8 as the base, removing two cylinders, and founding its way into an Oldsmobile. In 1986, this 4.3L V6 was first used as an inboard marine engine by Mercury Marine and later got multi-point fuel injection.
It's important to note that GM does not own Mercury Marine, nor is it associated with Ford's Mercury division — the Brunswick Corporation actually owns Mercury Marine.
Mercury Marine was founded in 1938 in Wisconsin, a plant that is now its headquarters today. More than 80 years later, Mercury Marine is a successful brand with over 4000 employees and a yearly revenue surpassing 3 Billion dollars in 2018. Interestingly, it doesn't make engines for other brands but manufactured the Corvette C4 ZR1 engines for General Motors. That said, we can also find Mercury-branded Corvette V8 engines in marine use, but they are substantially rebuilt. It goes so far that Mercury sells tuned Corvette crate engines for cars with 9.0 liters of displacement and two turbochargers!!!
