Unfortunately not. The 1994 Lexus LS400 never came with a manual transmission — in fact, no other LS series ever came with a stick-shift either. The '94 LS400 was only available with a 4-speed automatic, and after the 1997 update, a 5-speed automatic.
Lexus vehicles of this era were not driver's cars by any means, so a manual was pretty much useless for anything besides lowering the price. But, since the LS400 was Lexus' flagship model at the time, the price wasn't that important. As a result, the LS series was (sadly) never a candidate for a manual transmission.
It also didn't help that the LS came with an engine Lexus/Toyota never even mated to a manual gearbox — they certainly weren't going to develop one for a full-size luxury sedan like the LS. However, a perfect example of lowering costs with an optional manual would be the same generation Lexus SC300. Even so, the Japanese manufacturer only sold 1601 manual SC300s compared to 7074 more expensive automatics.
