Unfortunately not — this 2003 Ford Crown Victoria Service & Repair Manual doesn't contain the rebuilding procedure for the steering rack.
In fact, it's very unlikely that a (modern) repair manual would contain anything but the removal and replacement procedure for the steering rack.
Since labor rates have increased drastically in the last decades, it's simply not really cost-effective anymore to rebuild a steering rack, so the manufacturer will usually recommend replacing the whole thing altogether.
And yes, I agree, it's a bummer for DIY'ers like us. 😒
